THE FAIRMONT CITY COUNCIL HELD A SPECIAL MEETING WEDNESDAY NIGHT AFTER THE ORIGINAL MEETING WAS POSTPONED DUE TO THE BLIZZARD A WEEK AGO MONDAY. COINCIDENTALLY THE OVERRIDING SUBJECT OF LAST NIGHT'S MEETING WAS PLOWING OF SNOW IN THE CITY. CITY PUBLIC WORKS DIRECTOR/CITY ENGINEER TROY NEMMERS AND STREET AND PARKS DEPARTMENT SUPERVISOR NICK LARDY ADDRESSED THE COUNCIL ABOUT PROCEDURE, MANPOWER AND EQUIPMENT AVAILABILITY. THE PRESENTATION CAME ABOUT AFTER CONCERNS WERE VOICED TO COUNCILLORS ABOUT THE HOW SNOW REMOVAL WAS HANDLED IN THE CITY EVEN BEFORE LAST WEEK'S 16 INCH SNOWFALL.


TROY NEMMERS SAYS THE PROCESS CAN BE FOUND ONLINE ON THE CITY'S WEBSITE - DETAILING A FIVE PHASE PLAN, WITH PLOW TRUCKS BEGINNING BY CLEARING EMERGENCY SNOW ROUTES, DOWNTOWN AND THEN MOVING ONTO OTHER PRIORITY AREAS.

COUNCILLORS RUTH THEOBALD AND TOM HAWKINS HAD HEARD COMPLAINTS MAINLY FROM BUSINESSES THAT THEY SHOULD HAVE A HIGHER PRIORITY FOR WHEN THEY ARE PLOWED. BOTH NEMMERS AND LARDY SAID THERE WAS AN EXORBITANT AMOUNT OF SNOW AT ONE TIME LAST WEEK CREATING TOUGH CONDITIONS FOR EVERYBODY -RESIDENTS, BUSINESSES AND CITY CREWS. LARDY SAID THAT "WE'RE NOT STAFFED FOR 16 INCHES OF SNOW - AND THE GUYS DID A GREAT JOB USING WHAT THEY HAVE AGAINST THE HEAVY WET SNOWFALL. HE SAID THE BEST WAY TO SPEED THINGS UP IS TO KEEP VEHICLES OFF STREETS WHEN PLOWING IS TAKING PLACE. COUNCILLOR BRUCE PETERS SAID THAT "I'M SURE MUCH OF THE CRITICISM COMES FROM SOMEBODY WHO'S NEVER RUN A PIECE OF HEAVY EQUIPMENT IN THEIR LIFE".


MAYOR DEB FOSTER SPENT AN HOUR AND A HALF IN A SNOWPLOW ON TUESDAY AND AFTER THAT EXPERIENCE SAID "THE CITIES SNOW PLOW DRIVERS DID AN EXCEPTIONAL JOB. PEOPLE HAD WAY TOO HIGH EXPECTATIONS. THE HAD THE SAME EXPECTATIONS FOR A 16 INCH SNOWFALL THAT THEY DID FOR A 3 INCH SNOWFALL. A PUBLIC MEETING FOR PEOPLE TO EXPRESS THEIR CONCERNS WILL BE SCHEDULED AT ONE OF THE NEXT COUNCIL MEETINGS.

THE COUNCIL APPROVED A RECOMMENDED 3% INCREASE IN RATES FOR WATER SERVICE FOR THIS YEAR. THE CITY'S DEC. 2017 INVESTMENT REPORT INCLUDED INTEREST RECEIVED DURING THE PERIOD OF $338,115.25.
