THE MARTIN COUNTY BOARD TUESDAY HEARD FROM BILL FAHEY, NORTHLAND SECURITIES (MARTIN COUNTY'S FINANCIAL AND BOND CONSULTANT) WHO INFORMED THE COMMISSIONERS THAT THE COUNTY RECEIVED A NEW CREDIT RATING FROM STANDARD AND POORS GLOBAL RATINGS. THE COUNTY CREDIT RATING WAS RAISED TO AA FROM AA-. FAHEY SAID THE UPGRADE REFLECTS THE COUNTIES STRONG FINANCIAL FINANCIAL PERFORMANCE, SUPPORTED BY STRONG MANAGEMENT AND MAINTENANCE OF VERY STRONG RESERVES AND LIQUIDITY OVER THE LAST SEVERAL YEARS,INCLUDING THE COUNTIES DEBT PROFILE REMAINING STRONG DESPITE ADDITIONAL DEBT ISSUANCE.

THE BOARD APPROVED SETTING THE SALE OF 2017 DITCH BONDS FOR OCTOBER 31ST THIS YEAR AFTER BILL FAHEY REVIEWED REVISED FINANCING PLANS FOR THE 2017 DITCH PROJECTS PARTLY DUE TO THE DELAYED BID PROCESS FOR ONE OF THE PROJECTS. FAHEY ALSO PROVIDED A PRESENTATION ON DEBT FINANCING FOR COUNTIES TO THE COMMISSIONERS, WHICH NOT ONLY INCLUDES ISSUING DEBT FOR DRAINAGE PROJECTS, ROAD PROJECTS AND OTHER CAPITAL PROJECTS THAT THE COUNTY MAY CONSIDER FOR FINANCING.

THE MARTIN COUNTY BOARD SET A CONTINUATION HEARING FOR NOV. 21ST THIS YEAR AT 10 AM TO HEAR MORE PUBLIC INPUT ON THE PROPOSED FEEDLOT INSPECTION FEE SCHEDULE WHICH DREW SOME OPPOSITION FROM SOME FEEDLOT OPERATORS AT TUESDAY'S HEARING.

COMMISSIONERS WERE UPDATED ON THE EMERALD ASH BORER TEMPORARY QUARANTINE IN EFFECT IN MARTIN COUNTY BY KATY MUTSCHLER OF THE MINNESOTA DEPARTMENT OF AGRICULTURE. MUTSCHLER SAID THAT THE STATE WOULD OFFER TRAINING FOCUSED ON CITIES AND SURROUNDING COUNTIES ON BEST MANAGEMENT PRACTICES AND THEN MORE OF AN INDUSTRY AND GENERAL PUBLIC MEETING WHERE THEY CAN LEARN MORE. AFTER COMMISSIONER KATHY SMITH COMMENTED THAT THE INFORMATION NEEDS TO GET OUT AS SOON AS POSSIBLE. MUTSCHLER COUNTERED WITH THE COUNTY NEEDS TO COME UP WITH A MANAGEMENT PLAN IF YOU WANT TO REMOVE TREES OR UPDATE CITY AND COUNTY ORDINANCES.

THE MINNESOTA DEPARTMENT OF AGRICULTURE IS TAKING COMMENTS ON THE FORMAL QUARANTINE THROUGH NEXT TUESDAY AND PROPOSES TO ADOPT IT ON OCT. 16.
