A PART OF THE BEGINNING OF MONDAY NIGHT'S FAIRMONT CITY COUNCIL MEETING WAS ABOUT THE PRESENT STATE OF THE FAIRMONT WATER. MAYOR ROBERT WALLACE ASKED PUBLIC WORKS DIRECTOR TROY NEMMERS TO CLARIFY WHAT WAS BEING DONE ABOUT THE TASTE. NEMMERS SAID A LARGE ALGAE BLOOM AND ASSOCIATED ODORS HAS MADE IT THROUGH THE WATER FILTRATION PLANT DESPITE MANY PROCEDURAL AND OPERATIONAL ATTEMPTS TO KEEP IT IN CHECK. HE SAYS THE GRANULATED ACTIVATED CARBON FILTERS INSTALLED IN THE PLANT DID NOT REACH THEIR ESTIMATED LIFE SPAN.


NEMMERS SAYS THAT ACTION WILL HAVE TO BE TAKEN TO SPEED UP THE CYCLE OF FILTER REPLACEMENT GOING FORWARD AND WILL BE WORKED IN TO THE BUDGETING PROCESS. TROY NEMMERS SAID THE COST OF REPLACING FILTERS THIS TIME WILL BE ABOUT 125,000 DOLLARS.

THE FAIRMONT CITY COUNCIL APPROVED A PROPOSED PRELIMINARY BUDGET AND TAX LEVY FOR 2017 THAT AMOUNTS TO A LEVY INCREASE OF 334,324 DOLLARS OR 9 PERCENT. CITY FINANCE DIRECTOR PAUL HOYE SAID THAT THE 2017 PROPERTY TAX IMPACT WOULD BE A 6.4 PERCENT INCREASE. CITY ADMINISTRATOR MIKE HUMPAL EXPLAINED SOME FACTORS LEADING TO THE INCREASE AS BEING 104,000 DOLLAR LOSS IN LOCAL GOVERNMENT AID FROM THE STATE, SOME CAPITAL EXPENDITURES INCLUDING A NEW FIRE TRUCK AND VEHICLE AND EQUIPMENT PURCHASE IN STREET AND PARKS DEPARTMENTS. HUMPAL ALSO SAID THAT 55,000 DOLLARS WAS INSERTED JUST IN CASE THE FAIRMONT AREA SCHOOL DISTRICT WOULD WANT TO SPLIT 50-50 THE COST OF A SCHOOL LIAISON OFFICER PROVIDED BY THE CITY. IF NOT THE COUNCIL COULD WITHDRAW THAT AMOUNT FROM THE BUDGET AT THE FINAL PUBLIC HEARING IN DECEMBER. THE BUDGET AND LEVY APPROVED BY THE COUNCIL LAST NIGHT CAN BE LOWERED BUT NOT INCREASED BEFORE FINALIZATION IN DECEMBER.
