THE FAIRMONT CITY COUNCIL HELD A WORK SESSION PRIOR TO MONDAY'S REGULAR CITY COUNCIL MEETING. THE COUNCIL WANTED TO DISCUSS TRAILS AND PROGRESS AS FAR AS THE CITY'S ACTIVE TRANSPORTATION PLAN DEVELOPMENT IS CONCERNED.

CITY PUBLIC WORK DIRECTOR TROY NEMMERS TALKED ABOUT PROJECTS INCLUDED IN THE 2017 BUDGET. MARGARET STREET FROM NORTH NORTH AVENUE TO HIGHWAY 15, MAINTENANCE ON THE DAY FARM TRAIL ON WEST SIDE OF LAKE SISSETON AND THE ALBION TRAIL FROM HALL STREET TO THE AQUATIC PARK. A NEW PEDESTRIAN BRIDGE IS BUDGETED FOR PIONEER DRIVE IN 2018 AND WORK ON A TRAIL ON THE OLD RAILROAD TRACKS FROM 1OTH STREET TO TORGERSON DRIVE IN 2020.

COUNCILORS CAME TO A CONSENSUS THAT THE CITY SHOULD APPLY FOR GRANTS TO HELP IN THE DEVELOPMENT OF A LOOP TRAIL THROUGH CEDAR PARK AND IMPROVED TRAIL IN WARD PARK. TRAIL TALK IN RECENT YEARS HAS GRAVITATED TOWARD A CONNECTION OF THE TRAIL IN CEDAR CREEK PARK TO KNOLLWOOD DRIVE AND EVENTUALLY TO LAIR ROAD AND ALSO TO WOODLAND.

THERE HAS BEEN TALK OF EMINENT DOMAIN PROCEEDINGS AGAINST A PROPERTY OWNER THAT HAS NO DESIRE TO SELL A PORTION OF THEIR PROPERTY. DONNA HOLSTINE, FORMER MAYOR AND CITY COUNCIL MEMBER, A STRONG ADVOCATE FOR THE TRAIL SYSTEM AND NEIGHBOR OF THOSE PROPERTY OWNERS SAYS IT IS TIME TO LEAVE THEM ALONE.

DONNA HOLSTINE WAS STOPPED FROM TALKING AT THE WORK SESSION BUT DID SPEAK TO THE COUNCIL DURING THE OPEN DISCUSSION PORTION OF THE MEETING. THE COUNCIL IS EXPECTED TO SET A DATE AND LOCATION FOR THE TOWN HALL MEETING ON TRAILS AT ITS MARCH 13TH MEETING.
